    Build a clean, targeted, compliance-ready list of US small-business owners from public sources, ready for a first-touch email sequence.

    Cold outreach: list building

    Turn a vague "SMB owners in {city} / {industry}" into a deduplicated, verified, compliance-scrubbed list you can actually send to.

    When to use this

    Use at the very top of a US B2B outreach pipeline, before writing a single email. Do not skip the compliance gate at the end: it is what keeps the list sendable instead of a liability.

    Inputs

    • ICP: industry (NAICS code or plain words), location (state, metro or ZIP), size band.
    • Volume target: how many verified records you need (e.g. 500).
    • Channel: email, phone, or both. Phone adds TCPA and Do-Not-Call duties.

    Step 1. Pull from public, terms-compliant sources

    Prefer primary public sources over scraped lists:

    • State Secretary of State registries (entity name, agent, status).
    • Google Business Profiles for category, address, website, phone.
    • State professional licensing boards for regulated trades.
    • Company websites for a named owner or a role you can address.

    Record the source URL for every field, so every claim is traceable.

    Step 2. Normalize and dedupe

    • One row per business; collapse duplicate locations under a parent.
    • Normalize phone to E.164, addresses to USPS format, domains to the root.
    • Drop dissolved entities and PO-box-only records.

    Step 3. Find the owner and verify the email

    • Resolve to a named owner or decision-maker, not info@.
    • Verify each email: syntax, MX, SMTP, catch-all detection. Discard the risky.
    • Keep bounce risk under about 2%. A dirty list burns your sending domain.

    Step 4. Compliance gate (a hard stop, not advice)

    A record that fails any check is removed, not flagged:

    • CAN-SPAM: every commercial email needs a valid physical postal address, a working one-click opt-out, and honest From and Subject lines. FTC penalties run to $53,088 per email (inflation-adjusted, effective Jan 17, 2025).
    • TCPA (only if you call or text): marketing calls and texts need prior express written consent; violations are $500 to $1,500 per message. Cold lists rarely carry consent, so default to email first.
    • Do Not Call: scrub any phone list against the FTC National Do Not Call Registry before you dial.

    Return CSV or JSON with: business_name, owner_name, email, email_status, phone, website, address, source_url, icp_match, compliance_ok.
